The best guess I've received, for what The World Is Quiet Here means, is this.
Possibly, since VFD is so closely connected to fires, we can make an educated guess that they have something to do with fires, and putting them out (or starting them, if your name is Olaf).
Thus, if they were to put out all the fires, and never let another be started, there would be no more fire trucks blaring through the streets, and thus, no sirens, or horns or anything like that. No fire alarms, no ringing bells.
In a word, Quiet.
However, we cannot overlook the fact that VFD is also closely associated with Libraries, where the ruls has always been to be quiet (except for the click of keyboard keys as the FAQMaster types this update into a library computer.)
So, it's entirely possible that VFD headquarters itself in Libraries. This would tie in with the fact that the Snicket Mansion, the Quagmire Mansion, and the Baudelaire Mansion ALL had Libraries.
So, there's some thoughts on the meaning of "The World is Quiet Here." If you have any of your own, I'd like to hear about them.
