"In Photographs and and in each public place,
Snicket rarely shows his face"
(Hostile Hospital, pg 75)
For further reference check out the author's picture at the back of every book, and the final chapter in LSUA.
The answer though, is amazingly easy to understand.
Snicket, as we know, used to be a member of VFD, if he isn't still. He has the tattoo on his ankle (Hostile Hospital pg 214, as well as the first chapter of LSUA), and he's in communication with other members of VFD through out LSUA.
He was deep into it, and knew about their disguises. Unfortunately, when he was sent on the run, he wasn't able to bring his Various Finery Disguises, and was stuck instead with his Veiled Facial Disguises. So, he has to have someway to disguise himself, and as we read in LSUA, pg 99, he does.
"Observe the photgraphs on the next page. At first glance, they look like photographs of twelve different people. If you examine the photographs closely, however, you wil realize they are actually twelve photgraphs of the same person, who has merely changed aspects of his face (smiling, frowning, facing different direction [Emphasis mine] etc...)"
So, LS is on the run, but he doesn't have anything to help him, so he faces away from all his photographs as a disguise.
