This is a question I have always wanted to know the answer to, and now we know.
On Page 11 of TCC it says
"I never believed in things like Crystal Balls," one of the white faced women remarked, "And when this Madame Lulu started telling you how to find the Baudelaires after they escaped, I learned that fortune telling is real." Granted, the line, "After they escaped" does throw the thing into shadow, but we can assume that she has been helping him all along.
If you look at it from a villainous point of view, the Baudelaire's managed to "escape" when they escaped Olaf's clutches by foiling the Marvelous Mariage.� How Olaf managed to get to be the first of the Baudelaire guardians is still unknown, but perhaps Madame Lulu helped then too.
